Rules: Bribe The Canal Overseer

- Starting with player left of Canal Overseer proposes new canal by bribing Canal Overseer.
- Bribe amounts can be the same (minimum $1) or may pass.
- Players may support another's proposal by adding to existing bribe.
- Canal Overseer may accept any bribe and place canal in that location.
- Canal Overseer must pay $1 more than highest bribe to place canal anywhere a bribe wasn't placed.
- If all players pass and Canal Overseer doesn't pay $1 no canal is placed.
