Now I may be wrong about this, but I don't think I am.

At the top of the Amun-Re games waiting to start is game #13866 Titled:
"A FOR ALL USA" with the description being "--- PLEASE VOTE FOR PEACE NOT WAR!!---

Now if that isn't a political spam message I don't know what is.

Obviously the title starts with 'A' so it's at or near the top and the description has nothing to do with Amun-Re, or gaming, or humor, etc. The game's been sitting there for a while with only StanislavTikal the creator signed up as it's a passworded game (whoda thunk). I don't think he's a spammer by nature as he plays Tikal here, but obviously he has some issues with US foreign policy he'd like to share.

I don't want to start a flame-war on US foreign policy or anything, heck I agree with the sentiment behind it, but I still think it's political spam that doesn't belong on SBW.

Ryan and I have been discussing some sort of general policy to cover things like this without singling out anyone or any particular viewpoint; hopefully milksheikh will be around to provide some guidance as well.

Obviously the "Games Waiting to Start" page is not intended to be a soapbox nor a space for advertising...

I've sent a message to the game creator asking that players be invited to join and that the game be started.

I think you are being too nice here. Simply delete the game. If the owner is a genuine player, he can always create a new one with a less political message.

I'm a moderator over on doom9 and here's one forum rule we have. We would give him a strike right away. 3 strikes and he's banned. This rule started over when a war started and it got into a heated debate.
