Three changes today:

1) Placing a water tile should now always record the cost of the water tile in the gamelog. (This does not apply retroactively)

2) The land deck no longer reshuffles. We may have to handle a few special cases for games already in progress that are in danger of exhausting the land deck, but there should be no problems in games going forward.

3) The problem with water tiles being slightly offset during placement on some custom maps has been fixed.
