Magna Grecia would have exactly 12 turns x # of players (3-4), for 36 turns for 3P and 48 turns for 4P. The game has a short game variant which is 8 turns x # of players.

Quite perfect for play-by-web.

Alhambra: http://www.boiteajeux.net/index.php [French, good implementation but... French]
Puerto Rico: http://pr-game.com/ [English, implementation not so great but OK]
Samurai: Being in development at http://www.mabiweb.com/ [English, their Hansa is pretty well implemented, so there's hope]

My top vote would be for Kramer's Wildlife. A less chaotic than it looks game with many layers of depth. -- and a ton of down time due to analysis paralysis.

Age of steam was mentioned a while back...

Player turns for N players would be

Phase 1, Issue shares - N
Phase 2, Turn order auction - Somewhere between N and 2N?
Action Choice - N
Build Track - N (potentially +1 if first build is declined)
Move Goods - 2N (potentially +1 if first move declined)
Collect Income - 0
Pay Expenses - 0
Income Reduction - 0
Goods growth - 1 if production picked
Advance Turn Marker - 0.

Probably 7N player turns per game turn.

So...

3 players = 7*3*10 = 210
4 players = 7*4*8 = 224
5 players = 7*5*7 = 245
6 players = 7*6*6 = 252

Quite a few then.
