Do farmers generate income if they are NOT placed in the green cultivation area of the province, but rather, under that area (where pyramids are placed)?

all farmers generate income
the use of a Free Farmer card adds a farmer outside of the
cultivation area

thus increasing the amout of farmers a province can have
