I may be misremembering the rule so if so ignore. In our game a player had played a "bid blockade" card which happened to be the highest bid on the board. The auction was shown with that province being unbiddable for, whereas it was my understanding (not that I wanted to) that by jumping the bid by two one could still bid on that province.

If I have misremembered the rule I apologize, but that woud make that card unbelievably powerful!

You've got the rule right, but it seems you don't have enough gold/power cards to bid over the blockade, so that would explain why it showed as unbiddable.
