I have a power card bonus available in teh scoring phase even though I only have a total of 5 power cards in my provinces.

bwtcf,

When counting the number of power cards to fulfill this bonus, the cards within the boxes also count towards this total. So Thebes counts 4 rather than 2 towards your total.
